You've found it. After careful consideration, a business jet that perfectly suits your mission profile and budget is on the table. It boasts new avionics, a pristine interior, and fresh paint. It appears to be the best aircraft on the market—but is it truly?

Before committing to the purchase of an aircraft, understanding exactly what you are acquiring is paramount. A proper evaluation of the aircraft's condition and history can mitigate costly surprises down the road. This crucial step is known by many names—Pre-Purchase Evaluation (PPE), Aircraft Condition and Records Survey (ARCS), or Aircraft Technical Evaluation—but its purpose remains the same: to provide a comprehensive and transparent view of your potential investment.

There are countless factors to consider when buying an aircraft. Are the technical records complete and continuous? Do all cabin amenities, from seats and tables to sinks and lights, function as they should? Have all mandatory maintenance items been accomplished? Is there any evidence of corrosion? Has the aircraft ever been involved in an accident? The list of essential questions is extensive. In almost every case, taking the aircraft to an Original Equipment Manufacturer (OEM) or a certified Maintenance, Repair, and Overhaul (MRO) facility for a thorough health check is a sensible and necessary step before purchase.

What Does a PPE Entail?

A Pre-Purchase Evaluation is a deep dive into an aircraft’s systems, components, structure, and technical records. The scope of the PPE depends largely on the aircraft’s maintenance history and the future owner’s intended use.

A meticulous review of the historical maintenance records is foundational. This process uncovers the aircraft’s story. Have there been any accidents or major repairs? Were any modifications made, and if so, are they properly approved? Does the aircraft meet the specific federal requirements to operate in your intended region? Answering these questions before the purchase can prevent costly equipment adjustments and significant downtime associated with securing governmental approvals.

Once the physical evaluation and records review are complete, the maintenance facility provides a detailed report to both the buyer and the seller. This report outlines any findings and clearly delineates between airworthy discrepancies, which must be addressed, and non-airworthy cosmetic issues that are not required for safe operation. The buyer and seller then enter negotiations to determine which items will be repaired and who will bear the cost. Following this agreement, the MRO completes the required work and returns the aircraft to service. With the PPE finished, you are now prepared to finalize the acquisition of your aircraft with confidence.

The Role of a Quality Broker

The involvement of a knowledgeable broker can make a significant difference throughout the aircraft acquisition process. A quality broker’s work often begins well before the PPE is scheduled, assisting clients in identifying and vetting the best aircraft options for their needs. They may travel to evaluate potential aircraft and their records in person, assess the condition of storage facilities, and consult with the teams responsible for maintaining and operating the aircraft. By thoroughly understanding the history and unique qualities of each aircraft, brokers provide valuable context for buyers.

During the PPE, an experienced broker acts as the clients advocate, monitoring the process to ensure everything proceeds efficiently and transparently. They review maintenance reports, discrepancies, and technical directives, distilling complex technical information into actionable insights. This support helps clients make informed decisions, limiting unforeseen costs and downtime after purchase.

Many brokers also offer continued technical assistance after the transaction is complete, supporting clients with questions or needs related to their recently-inspected aircraft. With a broker’s ongoing guidance, buyers can navigate the complexities of ownership more confidently.
